The following was agreed in summary: All recruitment grants are                   excluded from the requirement of PCC approval due to staffing already in place, risks, exit strategy previously considered etc.  Change the                 authorisation limit for the PCC from £50000 to £100000. Carry forward         underspends/balances will not require re approval and will slip as               appropriate so long as the spend will be in line with the initial proposal.       Grants for authorisation levels are dependent on the life of the grant known at the time.
